Cloudbet restricted countries: where can’t you play?

Both lists agree

Cloudbet blocks 22 territories (Terms §7.1.3), and its help center lists the same entries. The US, the UK, Australia, Germany, France, Spain and Curaçao itself are on it, and Japan and Turkey joined in the Terms of September 30, 2026. That is Cloudbet’s list, not legal advice.

Cloudbet’s restricted list in the Terms and the help center

Both versions include the three named Ukrainian regions. The help center adds that “if your country isn’t listed in the restricted jurisdictions above, Cloudbet is available to you.” The Terms say less: they also bar any other jurisdiction where Cloudbet’s offering “is unlawful”, and checking your local law is your job.

  • Terms §7.1.3: 22 entries. Three are regions, not countries. It covers where you are physically located, at all times, withdrawal requests included.
  • The help center article: The same list. Same entries, in a slightly different order.
  • The provider layer: No list published. A country Cloudbet allows can still lose part of the catalog.

Cloudbet game provider restrictions

Game providers set their own country lists. Cloudbet says “Even in a fully supported Cloudbet jurisdiction, an individual game provider may choose not to make some or all of its games available there.” See the provider restrictions

Curaçao is on Cloudbet’s own list. An offshore licensee generally can’t serve the market that licensed it, so treat this license as an export permit, not home consumer protection. The Western European markets on the list run their own licensing, and Cloudbet holds no license in any of them.

How Cloudbet blocks restricted countries

Its system “automatically detects players signing in from restricted regions” and shows “Unfortunately, we don’t serve players from your jurisdiction.” A bet placed from a listed country can be voided (Terms §10.20), and a country that suspends gambling leaves you able to sign in only to withdraw.

Cloudbet VPN rules

Cloudbet won’t advise on VPNs (“Cloudbet is not able to advise on third-party software or tools.”) and publishes no sanction for using one. But Terms §7.1.3 is about where you physically are, so misrepresenting that breaches the Terms whatever tool you use. Don’t use a VPN, a mirror domain or a false address to get around a block.

Who owns Cloudbet, and is its license real?

Certificate and registry read

Halcyon Super Holdings B.V. (Curaçao Company Number 148526) runs Cloudbet under license OGL/2024/328/0599 from the Curaçao Gaming Authority, with a Cyprus subsidiary for some payments. The certificate Cloudbet links from its footer shows the same company, company number and license, granted May 23, 2025 and Active on Oct 4, 2026. Read Cloudbet’s license article

Cloudbet on the CGA license registry

The authority’s own registry, in its edition dated October 2, 2026, lists the same license as entry 226: B2C, issued November 23, 2025, expiring May 23, 2026, status “Assessment in progress”. So the certificate says Active while the registry says the current term ended and an assessment is in progress. 283 of the registry’s 666 rows carry that status, which points to a renewal queue rather than a problem only Cloudbet has. The issue date has three versions too: May 23, 2025 on the certificate, May 27, 2025 in the Terms, and November 23, 2025 on the registry row, where it dates the current term.

Cloudbet registered address: two versions

The Terms and the footer give Abraham Mendez Chumaceiro Boulevard 03, Willemstad, Curaçao. The privacy policy gives Abraham Mendez Chumaceiro Boulevard 50, Curaçao. That is the same company and street with a different house number, in the one field you’d use to look the company up.

Curaçao eGaming or the Curaçao Gaming Authority?

Cloudbet names two regulators. A help center article still says the site is “licensed and regulated under Curaçao eGaming”, the name from the master-license era. The Terms and the footer carry the current license number.

Cloudbet KYC: can you play without verifying?

Two readings of one rule

Yes, up to $2,200 in deposits. The help center leads with “verification isn’t required”, but Terms §21.1.5 makes it compulsory once total deposits reach $2,200. That is also the cap on an unverified account. Both are true, and only the Terms tell you where the line is. Miss a check Cloudbet asks for and it can close the account and keep the winnings (Terms §11.1).

Cloudbet withdrawals: what has to happen before you cash out?

Playthrough on deposits

You have to play through your own deposit before you cash out. Cloudbet puts a playthrough on plain deposits and claimed tips, 25% once verified and 100% if not, separate from any bonus WR. Cloudbet says most withdrawals are instant. Its fees page lists a flat network fee per withdrawal, and its Terms reserve up to 5% on top.

Cloudbet deposit playthrough without a bonus

The playthrough covers plain deposits and claimed tips even if you never touch a bonus, and only settled bets count. Cloudbet says the rule is there to stop deposits being withdrawn unplayed and to meet AML rules. Either way, your first deposit isn’t refundable on demand. Cloudbet withdrawal limits and fees

Cloudbet gives two answers on fees. Its fees page charges no deposit fee and one flat network fee on each withdrawal. Its Terms reserve a handling charge of up to 5% on deposits and withdrawals (§7.1.10), and neither document says when it applies. The help center is crypto in, crypto out, while the Terms mention fiat by jurisdiction without naming a method. The only published ceiling is on a bet. Terms §13.4 caps a parlay, accumulator, combo or multi payout at €1,000,000, and there is no general withdrawal maximum. Withdrawal minimums are set per coin and network in the fee table. Cloudbet deposit coins vs the bet feed

Cloudbet lists 29 deposit assets, and the feed shows bets in 24. The deposit list is what you can fund with, and the feed shows what people bet from in one week. Neither list contains the other. Some of the gap is just labels. The feed writes MATIC and ZCASH where the cashier writes POL and ZEC. The feed also carries US2, which the deposit list doesn’t name. Cloudbet’s documents don’t explain it.

No level in the feed exceeds what Cloudbet’s published ladder allows. Cloudbet publishes 8 named tiers with lifetime-turnover bands, from $0 at Bronze to $1bn at Blue Diamond, and every named bet in the feed carries a tier-and-level coordinate. The capture holds 46 distinct coordinates across 7 tiers. The top rung’s 3 accounts carry 17.01% of all captured stake.

What Cloudbet rakeback is worth

Cloudbet rakeback is a share of the house edge, not of what you wager. In Cloudbet’s own example, 10% rakeback on a 4% edge returns “$4 back for every $1,000 bet”, or 0.4% of turnover.

Level thresholds inside a tier aren’t published, only each tier’s band. You can see your band, but you can’t work out when the next level-up reward lands. Both rakeback articles now agree that the 10% rate starts at Diamond.

Cloudbet high rollers on the loyalty ladder

3 accounts on the top observed rung placed 0.72% of captured bets and 17.01% of the money. Every bet Cloudbet publishes under a name carries a tier number and a level number. 46 distinct coordinates show up in this capture, across 7 tiers and up to level 15.

They cover exactly the named part of the feed, 1,800,071 bets and $16.8M of stake. Each of the 1,655 named accounts sits on the ladder once.

How we matched the feed to Cloudbet’s tiers

The feed gives a bare integer, not a tier name. We align the two by position, the only alignment the documents allow. Then we run the one test that could break it. No observed level may exceed its published tier’s level count, and none does. 5 of the 7 observed rungs hit their published level count exactly, 0 exceeded it, and Blue Diamond never appeared in this window.

A second test checks stake. The ladder is ordered by lifetime turnover, so if the integer is that ladder, stake per account has to rise with it. Across all 7 observed tiers it does, with no reversal, from $102 per account in a week at the bottom to $2.1M at the top. A week of staking isn’t lifetime turnover, so this backs the alignment without proving it.

What the Cloudbet entry tier pays

The entry rung, Bronze, pays 5% of the house edge and $0 in level-up rewards. The rung the money sits on needs a lifetime turnover in the hundreds of millions, and Cloudbet shows that whole distance up front.

Ghost Mode bets keep their amount, multiplier and payout in the feed but drop the username, and the coordinate with it. That is 25.18% of bets and 53.98% of stake, all under one shared placeholder. Every figure here is a share of the 46.02% of stake that carries a name, and the hidden rest could sit anywhere on the ladder. Two bets on the same tier and level need not share a player. Cloudbet publishes no encoding for the field, so the tier names are our alignment.

Cloudbet games: what gets played most?

Slots take 73.46% of bets at Cloudbet, and blackjack takes 22.04% of the money. The feed logged 1,241 games from 58 studios, bet in 24 assets. Cloudbet’s own titles carry 4.30% of captured stake and are the only ones you can verify round by round.

Blackjack carries 22.04% of the money from just 1.78% of bets. The capture spans 15 source categories over 168 hours. That is one week of play, so it doesn’t prove any game is available where you live.

Cloudbet provably fair and RNG games

Cloudbet runs two fairness regimes, and only one of them lets you check a result yourself.

  • Cloudbet Originals: 4.30% of stake. 477,180 bets across 26 in-house titles. The feed files only 4 of them under its own Cloudbet Originals category, and the rest sit under arcade, keno and blackjack. Provably fair: a 32-byte server seed is committed as a SHA3-256 hash before play and revealed afterwards. Server seed, player-set client seed and a per-round nonce combine into a round signature, fed through SHAKE256 to produce the outcome.
  • Third-party studios: 95.70% of stake. Everything else in this window, with most of the money and none of it verifiable round by round. Cloudbet says instead that “All RNGs are certified and tested externally and tested prior to going live on our site.”
  • What’s missing: No test house named. No test house or certificate is published, so the certification claim leads nowhere. We haven’t run a provably fair check on a real Cloudbet round.

Cloudbet offers deposit limits over three periods, a cooling-off break from 24 hours to three months, and self-exclusion from one year to lifetime. Cooling-off and self-exclusion can’t be undone once started. Cloudbet has no loss limit, wager limit, session-time limit or reality check, and two of its pages disagree on how a temporary exclusion ends.

No loss limits at Cloudbet

Deposit limits, cooling-off and self-exclusion all work at the door. Once money is in the account, deposited or won, nothing published limits how fast you wager it or how much you lose in a session.

This comes from Cloudbet’s published pages: the responsible gambling page, its help collection and the self-exclusion article. A tool that exists only inside a logged-in account wouldn’t show up there.

How does a temporary Cloudbet exclusion end?

Cloudbet gives two answers. The self-exclusion article says the account reopens by itself at the end of the period. The responsible gambling page says you have to get in touch to reactivate it. Both pages agree on the rest. The shortest exclusion is a year, the longest is lifetime, and support can’t end or cancel an exclusion or a cooling-off early. “In the event that a lifetime exclusion is set, your account will remain closed indefinitely. Cloudbet complaints: what can you do if something goes wrong?

Email support first and keep every message. If that fails, the Terms send you to CADRE, a named dispute body whose decisions Cloudbet says bind it. That is a stronger route than most crypto casinos publish. Our complaint test is coming soon.

Start with support@cloudbet.com and keep every transaction hash and timestamp. Wait for Cloudbet’s final response, then take it to CADRE, the Curaçao Alternative Dispute Resolution Entity.

Cloudbet’s Terms say “Any final decision issued by CADRE shall be binding on both parties, subject to any rights or remedies available under applicable law.” Most crypto casinos offer arbitration under local law instead. CADRE publishes a claims form and says its service is free to the customer whatever the outcome.

What public Cloudbet bet data did we analyze?

We analyzed 2,405,866 settled bets from 168 hours of Cloudbet’s public feed, all priced in USD by the source. Payout came to 73.64% of stake. That is a feed ratio, not a game’s RTP. 25.18% of those bets were placed in Ghost Mode and carry no account.

Cloudbet bet results in the feed

The feed shows 2,405,866 bets, $36.5M staked and 73.64% paid back. That covers one 168-hour window and only the bets Cloudbet chooses to show, and Cloudbet doesn’t say the feed is complete.

About three quarters of the bets (1,790,800, or 74.43%) returned nothing. The 615,034 that did return money took $11.6M of stake and paid $26.8M.

Cloudbet Ghost Mode bets

53.98% of the money in the feed has no name on it. Ghost Mode hides the username and leaves the bet in the public feed. Every hidden bet arrives under the same shared placeholder, so hidden bets can’t be counted, grouped or linked to each other.

Ghost Mode works as designed, and it limits every account-level figure here. Anything about who staked what covers only the 46.02% of stake with a name on it.

How the biggest payouts move the Cloudbet ratio

Taking out the 20 biggest payouts from 2,405,866 bets moves the ratio −1.98 points. Each row of the table removes whole bets, stake and payout, and recomputes. Treat the ratio as one week’s result, not a rate to plan on.

Every Cloudbet total is a minimum

We lost the feed for more than a minute 339 times in 168 hours. The 12 longest gaps alone add up to 4.33 hours, the longest a single 1.55-hour stretch, and bets settled in them aren’t here. Read “$36.5M was staked” as “at least $36.5M was staked”.

Skip it if
  • You live in one of the 22 blocked territories. The Terms and the help center carry the same list, including the US, the UK, Australia, Germany, France, Spain and Curaçao itself. Game providers cut further into allowed markets.
  • You want to cap losses, not just deposits. Cloudbet has no loss limit, wager limit, session-time limit or reality check.
