Is Shuffle Limbo provably fair?

Yes. Shuffle turns one random float into the result on a 1/x curve at a 0.99 return, rounded down to two decimals. The float comes from an HMAC-SHA256 hash of the committed server seed with your client seed and nonce. Shuffle’s RNG for its originals carries an iTech Labs certificate.
